The director is responsible for ensuring effective and efficient strategic management of the finance portfolio, which includes budgetary management, financial accounting management, credit control management, investments and banking, treasury management and supply chain management.

The Finance Department provides comprehensive financial management services to ensure fiscal responsibility, transparency, and efficient resource allocation across the City of Matlosana.
Provides essential administrative support services including coordination, documentation management, policy development, and operational assistance to ensure smooth functioning of all financial operations.
Manages the municipal budget process, treasury operations, cash flow management, investment portfolios, and ensures compliance with the Municipal Finance Management Act (MFMA).
Controls and monitors all municipal income and expenditure, maintains financial records, processes payments, manages creditors, and ensures accurate financial reporting and accountability.
Manages municipal revenue collection including property rates, service charges, billing systems, credit control, debt recovery, and customer account management to ensure financial sustainability.
Provides IT infrastructure support, financial systems management, data security, technology solutions, and digital transformation initiatives to enhance financial operations and service delivery.
Oversees procurement processes, tender administration, contract management, supplier database management, and ensures compliance with supply chain policies and regulations for transparent and fair procurement.

To query your municipal account, you can contact our Customer Care Center at 018 464 2100 or email billing@matlosana.gov.za. Alternatively, you can visit our offices in person with your account number and ID. For online queries, register on our e-Services portal to access your account information and submit inquiries.
Property rates are calculated based on the market value of your property as determined in the General Valuation Roll. The formula is: Property Value × Rate Randage (cents in the Rand). Different categories of property (residential, commercial, industrial, etc.) have different rate randages. The current rates for each category are published annually in our Budget and Tariff Schedule.
If you're experiencing financial difficulties, please contact our Credit Control section before your account falls into arrears. We can discuss a payment arrangement tailored to your circumstances. Low-income households may qualify for our Indigent Support Program, which provides subsidized basic services. Visit our offices or call 018 464 2200 to discuss your options.
To register as a supplier, complete the Supplier Registration Form available on our website or at the Supply Chain Management office. Submit the completed form along with required documents including company registration documents, tax clearance certificate, B-BBEE certificate, bank confirmation letter, and CIDB registration (for construction). To apply for a rates clearance certificate (required when selling property), submit the application form with the conveyancer's details, copy of the Deed of Sale, and payment of the prescribed fee. All municipal accounts for the property must be settled in full, including advance payments covering rates and services for the clearance period. Applications are processed within 10 working days after all requirements are met.
